Leslin and the Sea, a Virgin Islands Story

In a profession often dominated by tradition, Liselin Frazer who hails from Sea Cows Bay on the island of Tortola in the British Virgin Islands, emerges as a trailblazer in the marine industry, personifying the spirit of Virgin Islands excellence and innovation. A recent graduate from the University of Southampton with a BEng in Ship Science (Hons), Liselin is dedicated to advancing the British Virgin Islands’ (BVI) position on the global maritime stage. Her journey reflects not only personal achievement but also a commitment to enhancing the community and industry she serves.

Liselin’s passion for the marine sector was ignited during her formative years. Her career path led her to the Virgin Island Shipping Registry where she has been employed since 2012, now known as the Virgin Islands Shipping and Maritime Authority (VISMA). Recognising the need for further education, Liselin seized the opportunity to enhance her knowledge through a BVI Government scholarship, she embarked on her studies in 2019 during the COVID19 pandemic, highlighting her determination to bring valuable insights back to the territory. She attributes her success to “discipline, perseverance, and putting God first.” Balancing motherhood with a demanding career, she overcame challenges, culminating in a remarkable nine-month apprenticeship at the Marine Coastguard Agency (MCA) in the UK. At the MCA, she gained crucial firsthand experience, working within the Survey and Inspection Unit and participating in over thirty vessel surveys and audits. Her exposure to maritime standards including ship safety, pollution prevention, and seafarer welfare has equipped her with essential skills for her future role as a Marine Surveyor. Additionally, her involvement with the Marine and General Insurance Association (MGIA) further expanded her expertise, particularly in audits and technical discussions with the Red Ensign Group a collective representing British Shipping Registers. This experience has strengthened the BVI’s ties with the British nautical community, highlighting Liselin’s crucial role in fostering collaboration.

“The MCA is pivotal in ensuring maritime safety and overseeing the Red Ensign Group, which plays a crucial role in maintaining high standards across the maritime industry. This experience has greatly enriched my skills and knowledge, which I now bring to my role as a Marine Surveyor with the Virgin Islands Shipping and Maritime Authority.”

Upon returning to VISMA, Liselin was promoted to Marine Surveyor, a testament to her hard work and commitment. Armed with knowledge and experience from the MCA, she is prepared to elevate the standards of the maritime industry in the BVI. As the territory’s maritime sector plays a pivotal role in its economy, contributing significantly to tourism and job creation, Liselin’s contributions are vital. Her efforts will enhance the territory’s registration for maritime companies, aligning with Premier Natalio Wheatley’s vision of economic diversification and expanded revenue generation.

The connection between Virgin Islanders and the ocean is profound, with the maritime industry historically and economically intertwined with the territory’s identity. Liselin understands the importance of this relationship and is dedicated to improving the workings of VISMA, benefiting local businesses and the community. Her advocacy for women in the marine industry further strengthens her impact, as she supports educational initiatives that empower women in STEM fields. Liselin believes that through resilience and dedication, anyone can succeed in the nautical realm.
